What is happening with COVID-19 pandemic era alcohol sales policies?

During the COVID-19 pandemic, many states relaxed their alcohol sales policies, allowing for the first time:

  • Home delivery of alcohol

  • Curbside pickup of alcohol

  • “Drinks to go” with take-out orders

Most regulatory agencies did not have a chance to to prepare for monitoring these kinds of sales outside of brick-and-mortar stores. In many states, stories began to circulate about how alcohol was being distributed in inappropriate ways, but no quality data have been available.

Some states are contemplating making changes permanent without adequate understanding of how increasing alcohol availability and access have impacted our communities.

We need more information to understand how new alcohol sales policies are being implemented, so we can know if communities need support for monitoring and enforcement.

Alcohol Compliance Assessment Process (CAP) Tool

The Alcohol Action Network (AAN) developed the “Alcohol CAP” Tool so that volunteers in any state could document what happens during out-of-store alcohol purchases.

The tool is an online form, easily completed by volunteers using a smartphone, laptop, or desktop computer. There are 20 simple questions that check for problems during an alcohol purchase. For example: Was an alcohol delivery left at a door with no contact? Was ID checked? Were “drinks to go” in appropriate containers? Were curbside pickup or take-out drinks placed near a driver? Volunteers can also submit stories and photos

For any jurisdiction that wants to collect data, AAN will provide:

  • Support to plan their project

  • A unique link to an online survey for that jurisdiction

  • A report of findings

AAN will report on combined data in September 2022 for all jurisdictions that agree to share their data (data sharing is optional).

How can my coalition or group complete the Alcohol CAP Tool?

  1. Contact AAN at leadership@apha-atod.org or click the button below to request a short consultation and see if the Alcohol CAP Tool is a good fit for your group.

  2. Make a plan. Using your plan, AAN will set up your online tool and send you a unique link to share with your volunteers.

  3. Recruit volunteers to observe alcohol purchases and submit data using the online tool.

  4. Using a summary of results provided by AAN, educate people engaging with alcohol policies and prevention.
